Supplementary Planning Guidance

Supplementary Planning Guidance (SPG) is produced to provide further detail on certain policies and proposals contained within the Carmarthenshire Local Development Plan (LDP). They help ensure certain policies and proposals are better understood and applied more effectively.

SPG can be produced in the form of:

  • Guidance on a particular topic
  • Master plans
  • Design guides
  • Area development briefs

SPG do not have the same status as adopted development plan policies, however, the Government advises that they may be taken into account as a material consideration in determining planning applications.

The following SPG were adopted, along with the LDP at the meeting of Full Council on the 10th December 2014. 

Further SPG in the form of the following, were adopted at the meeting of the County Council on the 28th of September 2016.

*Note: These documents are currently only available in Draft form and should be read in conjunction with the Report to Council (Agenda item 9.2) when interpreting their adopted content.

The following SPG have been carried forward from the UDP and will be used in the determination of planning applications under the LDP. These will be formally reviewed in light of the adoption of the LDP.

The Brief outlines the aspirations for future development of West Carmarthen and should be used as a guide for the sustainable development of the West Carmarthen Urban Extension.

This Brief forms Supplementary Planning Guidance (SPG) and will be a material consideration in the determination of all future planning applications in the it’s area.

The Brief was approved for public consultation on the 20 October 2010 and subsequently published on the 4 January 2011 with the period for receipt of responses ending on the 28 February 2011.

The key issues emerging from the representations received together with recommendations (including where appropriate amendments to the content of the SPG) were reported to the meeting of County Council on the 7 March 2012 where it was resolved to proceed to formally adopt the West Carmarthen Planning and Development Brief as SPG - with the amendments proposed in the report.

The Adopted SPG will consists of the Draft West Carmarthen Planning and Development Brief as published for consultation and the recommendations set out in the report to Council (7 March 2012).


The document was subject to public consultation from 17 August to 6 November 2009.

On 10 February 2010, the County Council resolved to proceed the Brief to formal adoption as Supplementary Planning Guidance to the Carmarthenshire Unitary Development Plan.
