Traffic Orders (aka Traffic Regulation Orders or TROs) are written legal agreements developed by the highway authority allowing the police and / or local authorities to enforce various regulations including: speed limits, on-street parking, one way streets and other restrictions.

Car Parking Strategy
Our Integrated Parking Strategy sets out our aims and objectives to meet future travel and parking demands within the County. It is intended to balance the needs for private and commercial parking, the economic and environmental needs of the community as a whole, and the policy commitments of the County Council, Welsh Assembly and Central Government.
Parking Enforcement Powers - Special Enforcement Area
Carmarthenshire is a Special Enforcement Area in accordance with Schedule 10 of the Traffic Management Act 2008.
We published the enforcement powers in the local newspapers during the first week of March 2015.
Penalty charge notices will be issued for the following:
- Code 26 – Parked more than 50 cm from the edge of the carriageway and not within a designated parking place.
- Code 27 – Parked adjacent to a footway, cycle track or verge lowered to meet the level of the carriageway.
We are not required to provide any signs or markings.
The enforcement powers seek to prevent “inconsiderate” parking and parking fines will be issued for all of the above. Dropped kerbs are usually located at crossovers into private property and crossing points for vulnerable road users, cycle tracks and verges.
