Future changes 2024 - 2025
We will be making some further changes to household bin collections, making it easier for you to recycle more from home. On average, almost half of the contents put in black bags are recyclable, so there is still a lot more we can do to reduce our waste. By collecting even more items to be recycled, you’ll have less non-recyclable waste to put out to be collected.
Thanks to your fantastic efforts, we achieved Welsh Government’s statutory target of 64% in 2019/2020, but we now need to meet Welsh Government’s 70% recycling target by 2025, and in order to do this, we need to change the way we collect your rubbish.
In 2024/2025, we will introduce:
- Separate weekly collections of glass, paper, cardboard, cans and plastic, textiles and batteries and small household appliances.
- Black bags would remain on a three-weekly collection (up to three per household).
- Food waste will continue to be collected weekly.
- Paid for garden waste collections and fortnightly nappy & hygiene collections on request.

We are asking residents to adopt the ‘self-sort’ method, using separate containers and sacks for different materials. This means that the recycling collected is less likely to be contaminated by other materials, so it can be more easily made into new products. By making these changes, we are also able to increase the range of materials we collect and could introduce the collection of textiles, small electricals and batteries.
These changes will improve the council’s carbon footprint, help us to meet Welsh Government recycling targets and provide a more cost-effective service
The changes to collect separated recycling will not be introduced until 2024.
The council will have vehicles with a range of compartments and our crews will place items into the right compartments as they do their rounds.
These changes will be introduced at the same time as our current recycling fleet reaches the end of its life.
This team effort between you and us to sort and collect your household items for recycling will improve the quality of the materials we collect for recycling, which is better for the environment and will help us to recycle more in the UK.
Although placing all of your recycling into one bag is more convenient, this way of collecting recycling will not be possible in the future as we seek to produce higher grade recycling materials. As our recycling targets increase and the volume of recycling collected increases across the country, we are under more demand than ever to produce quality, un-contaminated recycling to ensure that it can be used to make new products.
By asking households to separate their items into different containers, as most other authorities do, contamination will be significantly reduced.
The changes to blue bags will not be introduced until 2024.
Now that these changes have been agreed, we are looking into what types of bags/boxes we will ask you to put your recycling in. We will source the most user-friendly methods for both crew and residents.
In 2023 you will have an additional box for your glass collections. The recycling will go into the same blue bags as you are using now as well as the food waste bins. You will be able to put your blue bags out for collection every week so you will be able to get rid of your recycling waste more frequently, which in most cases is the bulk of waste generated from the home.
In 2024 there will be bags or boxes or a mixture of both, to put your recycling into. There are ways of storing all containers and more detail on hints and tips will be provided when the container types are decided upon.
We will in fact be providing you with more household collection services than you get currently.
Now in a three-week period you receive the following collections:

- 1 x black bag
- 2 x garden waste (if subscribed), 3 x hygiene/nappy (if required).
That is a possible 11 collections every three weeks.

That adds up to a possible 19 collections every three weeks.
The changes we’re making are major and need plenty of time to plan and carry out.
You told us during our consultation phase that you feel glass bottles and jars collections are needed, as well as dry recycling collections every week. We’d like to carry out these changes as quickly as possible, but to provide the most environmentally friendly, efficient and cost-effective service possible, other changes will take longer to put in place.
