Resident parking schemes have been introduced in certain streets to stop commuters from parking for free and free up spaces for residents to park. These restrictions apply on ALL bank holidays except Christmas Day and unless stated otherwise. They do not guarantee a parking space but help manage and prioritise parking spaces for those who are full time residents of those areas.

Permits are valid for 12 months. A permit does not guarantee you a place to park your vehicle, it only gives you permission to do so in the appropriate zone if space is available. This permission only applies from Monday to Saturday during the times signposted in each Zone, providing you have a valid permit clearly on display. 

 

A permit does not allow you to park on:

  • Yellow lines during their time of operation
  • In the one hour limited waiting areas for longer than one hour.

We reserve the right to refuse or withdraw permits for households found to be abusing the scheme.

We strongly recommend prior to moving home, you ensure necessary checks are made by yourself or legal representatives to ensure your prospective home is eligible to receive a residents’ parking permit.

Below are the types of permits available, proof required and costs as well as the most common FAQ's for Residents Parking.

Permits will be sent in the post. Please allow ten working days for delivery and do not park in the residents parking area until it has arrived.

A Residents Parking Permit is issued for Resident motor vehicles under 2 tonne unladen weight and/or 5.3 metres (17’ 4”) in length or with a maximum of 8 passenger seats. (Includes LPG or electric vehicles).

  • Maximum 2 permits per household
  • £30 per permit. LPG or electric vehicles free.
  • Two proofs of residency required and proof that you are entitled to drive the vehicle.

Permit is issued for a specific vehicle. If you have a temporary change of vehicle for a period of not more than one week (i.e. a courtesy car whilst your vehicle is in for repair/service or a hire car) you can use your visitors permit. LPG or electric vehicle owners will need to supply proof that their vehicle uses LPG or electricity.

A Visitors Parking Permit allows visitors to park in the Restricted Area Zone. Issued to the first applicant for a resident permit. Can also be issued, on application, to non-car owners or non-applicants for a resident permit. Parking for cars and light vans only.

  • Maximum 1 permit
  • £30 per permit
  • If you have not applied for a resident permit, you will need to provide 2 proofs of residency.

A Business Parking Permit is issued for a Business located in the zone that require customer or business vehicle parking.

  • Maximum 1 permit
  • £50 per permit
  • Proof: A copy of the last Non Domestic Rates Bill

A Carers Parking Permit is available to a resident who has a long-term sickness or disability or are in need of regular supervision.

  • Maximum 1 permit
  • Free
  • Proof of the need for medical supervision will be required.

Blue Badge holders no longer need to buy a resident permit to park on their street as displaying a valid Blue Badge is enough.

However, if you regularly travel with friends or family in their cars and will be relying on your blue badge for parking at your destination, we do recommend that you buy a resident permit for your own car to avoid receiving a penalty charge notice for not displaying a valid permit or Blue Badge while you were away from home.

Parking services will contact you 30 days prior to your renewal date with a reminder. If you have not received / lost your reminder please e-mail tsresidentsparking@carmarthenshire.gov.uk.

You need to ensure:

  • Your name is on the council tax/business rates
  • Vehicle details remain unchanged

You will need:

  • Application reference (provided on the reminder)
  • Post Code
  • Debit/Credit Card

Each property included in the ‘Residents Parking Scheme’ is entitled to a maximum of 2 Residents Permits & 1 Visitors Permit. You may also apply for a Carers permit in addition if a resident needs regular care. A Carers Permit will not be granted for a person living in the property.

If you lose, damage or destroy your permit or change your vehicle and require a new permit, you will need to make a fresh application along with the relevant proofs and any payment. Any replacement permits issued will be valid for 12 months from its issue date. In the case of a change of vehicle, you will need to surrender your current permit. The charge is to cover the administration cost involved with producing a new permit.

This is an important part of maintaining the parking permit scheme since until you return your permit(s), we will not be able to issue permit(s) to the new occupiers.

If you have just moved in then you should supply the proofs mentioned in the "Apply for a permit" section. If you move to another permit parking zone you will need to apply for a permit for the new zone. This will require the completion of a new application form, submission of the correct proofs and any payment. Please ensure that you surrender the permit(s) applicable to your former address.

Can I transfer my remaining permit time to my new address?

No. Permits are not transferable and cannot be taken with you to a new address even if staying in the same zone. Permits are specific to that property’s address and to a vehicle registered at that address with the DVLA.

Can I transfer my permit to another person living in the property?

No. If the permit holder no longer needs it, that permit should be returned. It will be cancelled and then another resident in the house can buy a new permit.

If you have a temporary change of vehicle for a period of not more than one week (e.g a courtesy car whilst your vehicle is in for repair/service or a hire car) you can use your visitors permit. If you require more than one week you will need to contact the Parking Services Department for approval.

If you change your vehicle and require a new permit, you will need to make a new application along with the relevant proofs and payment. You may apply for a dispensation waiver certificate free of charge. Pending approval of an application this will allow you to park in restricted areas whilst works are being carried out.

Dispensations are only granted for working vans for workers to have constant access to tools & equipment.

You may also apply for a Non-Resident Landlord Permit. You will need to complete an application form and provide a copy of your Council Tax bill showing the property is unoccupied and under construction. You will also need to pay the standard £30 fee.

  • Millennium Coastal Park

To apply for an annual parking permit you will need documentation to show that your vehicle(s) are registered to your home address. This can include a log book or insurance document.
