The County Of Carmarthenshire (Carmarthen) (Waiting Restriction And Street Parking Places) Consolidation (Variation Number 23) Order 2024

NOTICE is hereby given that the Carmarthenshire County Council propose to make an Order under Sections 1(1), 2(1) to 2(3), 4(2), 32, 35 and 124 of, and paragraph 27 of Schedule 9 to, the Road Traffic Regulation Act 1984 (as amended).
The effect of the Order will be:
1. To amend The County of Carmarthenshire (Carmarthen) (Waiting Restrictions and Street Parking Places) Consolidation Order 2004 (“the Consolidation Order”) (which provides for decriminalised enforcement of contraventions of waiting prohibitions and restrictions) by substituting the plans annexed thereto denoting Areas BP136, BR136, BR137, BR138, BS136, BS137, BU132 and BU134 (annexed thereto) with corresponding numbered plans annexed to the Order above-recited.
The consequence of the amendment will be:
(a) To prohibit waiting at any time on the sides of road and/or in the lengths of road briefly described in column 2 of Schedule 1 to this Notice but more particularly shown on the plans bearing the unique reference number(s) specified in column 3 of the said Schedule for each locality described in column 1 thereof, which said plans are to be read in conjunction with the Order and which form part of the same;
(b) To limit waiting to 30 minutes with return prohibited within 30 minutes Monday to Saturday between the hours of 9.00 a.m. and 6.00 p.m. on the sides of road and/or in the lengths of road briefly described in column 2 of Schedule 2 to this Notice but more particularly shown on the plan bearing the unique reference number specified in column 3 of the said Schedule for the locality described in column 1 thereof, which said plan is to be read in conjunction with the Order and which forms part of the same; and
(c) To prohibit waiting except for Loading Only on Monday to Saturday between the hours of 8.00am and 6.00pm on the side of the road briefly described in column 2 of Schedule 3 to this Notice but more particularly shown on the plans bearing the unique reference numbers specified in column 3 of the said Schedule for the locality described in column 1 thereof, which said plans are to be read in conjunction with the Order and which forms part of the same,
and will replace the existing prohibitions and restrictions (if any) that affect the parts of road shown on the plans bearing the unique reference number specified in column 3 of each of the Schedules referred to above.
2. To revoke:
(a) The County of Carmarthenshire (Carmarthen) (Waiting Restrictions and Street Parking Places) Consolidation Order 2004; and
(b) The County of Carmarthenshire (Carmarthen) (Waiting Restrictions and Street Parking Places) Consolidation (Variation No. 2) Order 2004
in so far as the same relate to the restrictions briefly described in Schedules 4, 5, 6 and 7 to this Notice and more particularly shown on the plans bearing the unique reference numbers specified in column 3 of the said Schedules.
The provisions for the usual exemptions contained in the Consolidation Order will apply in relation to the roads referred to in paragraphs 1 (a), (b) and (c) above. These include the right for passengers to board or alight from a vehicle, for the loading and unloading of goods, for the carrying out of building operations and other works, for the performance of statutory powers or duties and to enable a vehicle to take in petrol, oil, water or air from any garage situated adjacent to such parts of road affected by the proposed restriction.
In addition, the Consolidation Order contains the usual parking concessions for disabled persons in accordance with the Blue Badge Scheme.
Full details of these proposals are contained in the draft Order which, together with the plans annexed thereto showing the parts of road affected and a statement of the Council’s reasons for proposing to make the Order, may be examined at Carmarthenshire County Council’s Customer Service Hwb at Unit 22, St Catherine’s Walk, Carmarthen, SA31 1GA during the usual office hours.

STATEMENT OF REASONS
At Dolgwili Road, a section of existing Time Limited Parking Bay is to be revoked and replaced with Prohibition of Waiting to improve visibility to nearby residential driveways and improved access to a Bus Stop area.
At Tabernacle Terrace, the revocation in part of the existing Prohibition of Waiting and provision of a new section of Prohibition of Waiting will allow the provision of an additional Resident Parking Bay as well as improve access and visibility to and from a residential property.
At The Esplanade, the revocation in part of the existing Prohibition of Waiting and Time Limited Waiting Bays and will allow the provision of additional Resident Parking Bays where there is currently insufficient capacity for such parking.
At Blue Street, a section of existing ‘No Stopping Except Taxis’ is to be revoked and replaced with a Time Limited Parking Bay (Monday-Saturday, 9am-6pm, 30minutes no return in 30minutes) in order to provide additional short-term parking to support to nearby businesses.
The provision of a Loading Only Bay (Monday-Saturday, 8am-6pm) at Spilman Street within recently constructed loading bays will assist in providing dedicated loading areas for nearby businesses and by removing on road loading will improve the flow of traffic.
The extension of existing Prohibition of Waiting at Myrddin Court will improve access and visibility to and from residential properties.
The Prohibition of Waiting along Abergwili Road is being provided to help to prevent double parking, improve forward visibility and thereby improving general road safety.
The Prohibition of Waiting at the junction of Lime Grove Avenue and Nant-Yr-Arian is being provided to prevent waiting at on the approach to the junction as well as protect the visibility to and from uncontrolled crossing points.
