Consultation on the Renewal of the Llanelli Town Centre Drugs and Alcohol Public Spaces Protection Order (PSPO)
Carmarthenshire County Council is seeking views on proposals to renew the existing Llanelli Town Centre Drugs and Alcohol Public Spaces Protection Order (PSPO), which is due to expire in January 2027. The current PSPO has been in place for the past three years and forms part of the Council's wider approach to tackling anti-social behaviour and protecting the community.
The proposed Order would continue powers aimed at addressing alcohol and drug-related anti-social behaviour within Llanelli Town Centre. It would also introduce an additional power enabling the police, where necessary and proportionate, to require individuals whose behaviour is causing, contributing to, or is likely to cause anti-social behaviour, nuisance, disorder, harassment, alarm or distress to leave the area and not return for a specified period. This proposed dispersal power is intended to provide an additional tool to help prevent ongoing anti-social behaviour and reduce its impact on residents, visitors, and businesses.
The Order is designed to support the safe use and enjoyment of public spaces by everyone who lives, works in or visits Llanelli Town Centre. It is important to note that the proposed PSPO would not make it an offence simply to consume alcohol within the town centre. The powers contained within the Order can only be used where there is a reasonable belief that behaviour linked to alcohol or drug use is causing, contributing to, or is likely to cause anti-social behaviour or related harm.
Before any decision is made, the Council wants to hear the views of residents, businesses, community groups, and visitors. Your feedback will help us assess whether the proposed measures remain necessary, proportionate, and effective in addressing alcohol and drug-related anti-social behaviour within Llanelli Town Centre. The consultation questionnaire also seeks views on the effectiveness of the current PSPO, the proposed boundary and whether the renewed Order should remain in place for a further three years.
