Care leavers discount

From 1 April 2019, the Welsh Parliament (Senedd Cymru) introduced a new relief from council tax for any person leaving the care system. You are classed as a care leaver if you were in care for 13 or more weeks in total after your 14th birthday and you were in care at any time on or after your 16th birthday.
To qualify for the council tax exemption (or a 25% discount if you live with someone who is not a care leaver, a full-time student or a severely mentally impaired person) the following conditions must be met:
- You must be at least 18 years of age but not yet 25
- You are classed as a category 3 young person as defined by section 104 of the Social Services and Well-being (Wales) Act 2014
