Carmarthenshire Standing Advisory Council for Religion, Values and Ethics (RVE)

A Standing Advisory Council on Religion, Values and Ethics (SACRVE) is a statutory body established by each local authority in Wales. Its primary purpose is to advise the local authority on matters related to Religion, Values and Ethics (RVE), and the Daily Act of Collective Worship (DACW) in schools. SACRVEs ensure that RVE and DACW are delivered in a way that is objective, critical, and pluralistic, reflecting both religious and non-religious worldviews.

SACRVEs are composed of three statutory groups:
Group A: Representatives of Christian denominations and other religions and beliefs (including Humanists).
Group B: Representatives of teacher associations.
Group C: Representatives of the local authority (usually elected members).

Each group has one vote (when votes are required), and SACRVEs may also include co-opted members (non-voting) to reflect local diversity or provide expertise.

Key responsibilities of SACRVE include

  • Advising the local authority on RVE and DACW.
  • Monitoring and supporting the quality of RVE and DACW in schools.
  • Publishing an Annual Report detailing activities and advice.
  • Considering determinations (requests from schools to modify DACW requirements).
  • Recommending updates to the Agreed Syllabus for RVE.
  • Promoting community cohesion and interfaith understanding.
