How the UK Shared Prosperity Fund (UKSPF) will be delivered in Carmarthenshire
The UK Shared Prosperity Fund (UKSPF) is a UK Government grant programme supporting a wide range of interventions to build pride in place and improve life chances (2023-2025).
It offers a mix of capital and revenue funding and has been designed to meet local need.
The UKSPF aims to achieve this through four investment priorities:
- Community and Place
- Supporting Local Business
- People and Skills
- Multiply (adult numeracy)
There will be 3 modes of delivery for SPF in Carmarthenshire
- Anchor Programmes
- Strategic / Standalone Projects
- Commissioned Projects

Anchor Programmes
Anchor Programmes are thematic programmes managed by Local Authority teams that will address major parts of the Local Investment Plan primarily by offering third party grants to organisations. The following Anchor Programmes have been approved in Carmarthenshire:
Anchor Programmes
Employability Support
Provide support to get people back into work, reducing barriers to get into work and supporting individuals with volunteering opportunities to gain experience in the workplace.
Strategic / Standalone Projects
There will be challenges identified in the Investment Plan that are not covered by the Anchor Programmes. These will be addressed by opening calls for Strategic Projects.
Commissioned projects.
These will be specified and procured to deliver precisely defined activity that is not being fulfilled by the Anchor Programmes or Strategic Standalone projects. This is to ensure that we are fulfilling the needs of our Local Investment Plan.
