The majority of funding for flood risk management in Wales comes from the Welsh Government via capital and revenue grants. Flood alleviation schemes are commissioned and managed on an individual project basis. Projects progress through a number of phases including feasibility and assessment of flooding mechanisms and history, assessment of mitigation options with long and short list evaluation, selection of preferred option and detailed design, through to construction and implementation on the ground. Small scale works can deliver in a 12 month period, whereas larger scale schemes typically take 3-5 years to complete.

Increasing success in attraction of grant funding has enabled development and expansion of the FCERM Capital Works Programme in Carmarthenshire in recent years. For the financial year 2024-25 there were 13 large schemes ongoing, which upon completion would bring flood risk benefits to nearly 450 residential properties and more than 150 businesses. Examples of recently completed schemes include culvert rehabilitation works in Newcastle Emlyn, trashscreen structure redesign and construction in Drefach, and an NFM scheme in Ammanford, that established a series of natural leaky dams and flood storage areas.
