Safety Improvements to be Introduced on the A48 Between Cross Hands and Pensarn

The Welsh Government and the South Wales Trunk Road Agency, is moving forward with a package of road safety improvements along the A48 between Cross Hands and Pensarn following the identification of collision risks and road safety concerns on this important transport corridor.
The A48 serves as a key strategic link between the M4 motorway and West Wales. Transport studies undertaken through the Welsh Transport Appraisal Guidance (WelTAG) process identified a number of junctions and road features that are unsuitable for the high-speed nature of the route and have the potential to contribute to collisions. Collision data and stakeholder feedback specifically highlighted concerns associated with cross-carriageway turning movements at a number of locations along the corridor.
The proposed measures have been developed to address these known risks and improve safety for all road users. The Roads Review undertaken by the Welsh Government recognised the safety concerns along the corridor and recommended that safety-focused elements of the project should progress.
Why are the Improvements Needed?
Analysis undertaken as part of the study identified several key transport problems, including:
- Road safety concerns associated with cross-carriageway manoeuvres.
- Junction layouts that would benefit from improvement.
- A number of substandard lay-bys.
- Limited safe and convenient public transport infrastructure.
- Inadequate provision for Public Rights of Way crossings.
The primary objective of the scheme is to reduce the risk of future collisions while maintaining the strategic function of the A48 corridor.
Proposed Safety Measures
The safety package includes:
- Closure of central reservation gaps at several locations where turning movements have been identified as presenting road safety risk.
- Amendments to junction layouts to remove or restrict certain right-turn manoeuvres.
- Closure of six sub-standard lay-bys along the route.
- Improvements to traffic signage to assist motorists with revised access arrangements.
Specific measures include:
- Modifications at Llanddarog to introduce a bus-only right-turn movement from the eastbound carriageway while restricting right turns out of the junction.
- Restrictions on right turns at Pantyffynnon.
- Closure of central reservation gaps at Llanarthne, Foelgastell and Maesybont.
- Amendments to existing junction layouts to support safer traffic movements.
Focus on Prevention
The scheme has been designed to reduce the likelihood of future collisions by addressing locations where cross-carriageway movements take place on a high-speed section of road. By removing conflict points and simplifying driver decision-making at key locations, the project seeks to provide a safer environment for motorists and other road users.
The proposals have been developed in accordance with the Design Manual for Roads and Bridges (DMRB), the national design standard for trunk roads across the United Kingdom.
Lay-by Safety Improvements
As part of the scheme, six lay-bys identified as sub-standard will be closed. The assessment considered both spacing between lay-bys and their proximity to junctions to ensure appropriate facilities remain available along the route while enhancing overall safety.
Next Phase
To close the central reservation gaps, restrict certain turning movements and vehicles, it is legally necessary to introduce Traffic Regulation Orders, these are currently being advertised and available to view through the following link:
Construction Programme
Construction is currently anticipated to commence in Autumn/Winter 2026 and is expected to take approximately four months, subject to weather conditions. Temporary lane closures will be required for certain aspects of the work, particularly where works are undertaken within the central reservation. Advance notice of traffic management arrangements will be provided to road users.
Looking Ahead
The A48 Safety Measures project represents a targeted response to the collision history and identified safety issues along the corridor. The improvements are intended to make the route safer, more resilient and better suited to the needs of those who travel between Cross Hands and Pensarn every day.
