The Countryside and Rights of Way Act 2000 requires that 'local access forums' be set up across England and Wales to advise local authorities, the Natural Resources Wales and others on the improvement of public access to land for open air recreation and the enjoyment of the area.
Each forum consists of between 12 and 20 individuals drawn from the local community and representing a wide cross section of interests. We have established a forum to cover the whole of the County except for the area of the Brecon Beacons National Park, which is covered by the Brecon Beacons National Park Local Access Forum.
The Forum meets several times each year to consider a variety of access topics, for example:
- Recreational access of all types will be considered by the Forum including walking, horse-riding, cycling and off-road driving.
- Review of recreation and access strategies
- The monitoring of 'rights of way improvement plans'
- The review of maps of 'open country' in connection with the improvement of public access to 'open country'.

Carmarthenshire County Council is recruiting a new Local Access Forum.
The Forum is a statutory independent body whose role is to advise the County Council and others, as to the improvement of public access to land in the County for the purposes of open-air recreation and the enjoyment of the area.
You might use the countryside for walking, riding, cycling, driving motor vehicles or be a landowner or land manager. You might have knowledge of relevant subjects such as nature conservation, tourism, sport, health or transport. If you are enthusiastic about countryside access, we would welcome an application from you.
The Forum meets four times a year, it is important that members can attend all meetings, as deputies will not be permitted.
We can appoint up to 22 members, appointments are for 3 years.
It is anticipated that the first meeting for the newly appointed LAF will 8 May 2025.
These are unpaid positions, but Forum members will be able to claim reasonable expenses. If you wish to apply, please request an application form.
