Llanelli is the largest town in Carmarthenshire which is situated on the coast of South Wales, near the Loughor Estuary and the Burry Inlet. The town is known for its Millennium Coastal Park, a scenic green space that stretches along the coast.

Historically, Llanelli was a significant centre for the tinplate industry, which played a crucial role in the town's economic growth during the 19th and 20th centuries. Along with this, Llanelli has a rich history of coal mining, which was an essential industry in the region during the industrial revolution.
The town centre of Llanelli falls within the Tyshia electoral ward which has a population of 5,000. Various cultural events and festivals are held regularly within the town centre to attract both locals and visitors into the town.

Llanelli Recovery Masterplan
This recovery masterplan has been commissioned for Llanelli town centre by Carmarthenshire County Council (Carmarthenshire CC) in response to the effects of the COVID-19 pandemic. The masterplan reviews existing regeneration activity and provides a fresh focus on the priorities and the strategy for recovery and future growth.
To drive forward the plan for recovery and growth and to provide a focus for the strategy and delivery plan the following key objectives for the town centre have been identified:
- Strengthen the feature that make the centre distinctive from the out of town retail parks and supports a greater mix of experiences and uses.
- Sustain the convenience and local service role of the centre, focus on attracting families and younger people and encourage the local population to visit more often, stay longer and spend more.
- A place for living, learning, leisure and entertainment with reasons to visit the centre during the day and at night.
- Manage the shift towards a smaller town centre with a vibrant, fully occupied central core.
- Improve walking and cycling connections with the outer neighbourhoods and strengthen the links with wider coastal attraction.
- Safeguard viable businesses and cultivate new start-ups and support independent businesses to grow from within the town centre.

Funding
Refreshing Town Centre Fund - The funds are targeted at providing opportunities for organisations within Carmarthenshire’s Town Centre’s to add vibrancy to their shop fronts. £2,000 is available for each eligible property and is based on 80% of eligible project costs. Freeholders and leaseholders are eligible. Types of eligible spend include decoration of buildings, lighting, painting, gutter cleansing etc.
This fund has now been closed to new applications. If you would like to be placed on our interest list please email Towns@carmarthenshire.gov.uk.
Business Start Up - The aim of the Start Up Fund is to support the creation of new businesses in the county, resulting directly in the creation of jobs, therefore improving the local economy. The grant is only available for prestart businesses (not yet trading). Each grant award will be based on 50% of eligible costs OR a maximum of £5000 per job created whichever is the lesser.
Business Growth - The grant will support local businesses and inward investors to grow, prosper and be sustainable. Resulting in the creation or safeguarding of jobs throughout the County, therefore improving the local economy. Grants are available between £1,000 to £10,000. Each grant award will be based on 50% of eligible costs OR a maximum of £5000 per job created whichever is the lesser.
Town Centre Loan - The objective of the Town Centre Loan scheme is to incentivise and enable property refurbishment and new builds in all the town centres in Carmarthenshire, who will in turn encourage sustainable re-use of vacant, underutilised, and redundant sites and premises. An Interest free loan between £25,000 and £1,000,000 is on offer.
Business Renewable Energy Fund – Following a pilot roll-out of the Carmarthenshire Business Renewable Energy Fund, Carmarthenshire County Council will be delivering a second phase of the scheme to be funded by the UK Government via the Shared Prosperity Fund. The Fund will be a business grant scheme, which will provide capital support to businesses towards the purchase of renewable energy systems for their business premises. Grants are available between £1,000 (minimum) and £25,000 (maximum) towards the cost of the renewable energy system. Each grant award will be based on no more than 50% of eligible cost.
