Why are we consulting

Carmarthenshire County Council has appointed AtkinsRéalis to develop the design for improvements to the Halfway Traffic Signals in Llanelli.

Prior to the detailed design that is due to commence in the 2026 / 2027 Financial Year (subject to approval and funding from the Welsh Government and the South West Wales Corporate Joint Committee), we would like to engage with the public and ask you to share your thoughts and ideas on how the signalised junction (and connecting transport infrastructure) should be developed based on initial designs.

Carmarthenshire County Council and its regional partners are committed to develop Llanelli as a healthy, vibrant, and attractive place to both live and work.

As part of these efforts, the Council is proposing improvement works at the Halfway Traffic Signals; which connects the A4138 with Glyncoed Terrace and Llandafen Road in addition to the Pemberton Retail Park to the south.These improvements were initially developed as part of the Llanelli Urban and Coastal Linkages WelTAG Project, which focused on identifying pinch points along the strategic corridors that serve Llanelli and the wider Coastal Belt. This project was paused due to the Covid-19 Pandemic and the Welsh Government’s Road Review. However, due to the importance of addressing existing transport related issues at the A4138 Halfway Traffic Signals, the proposed improvement scheme for this location was progressed in isolation.

Given the need to address existing transport issues associated with the A4138 Halfway Traffic Signals, these improvements are essential to tackle current transport challenges, such as peak period congestion, safety and delay in addition to providing missing Active Travel Infrastructure.   The current proposal positively impacts traffic flow, safety for all road users, Active Travel and environmental attractiveness.

The scheme focuses on tackling peak-time congestion, ensuring smoother and more reliable travel for all commuters in the area. Additionally, the scheme aims to promote sustainable travel options, such as public transport, walking and cycling, to encourage healthier and more sustainable lifestyles.

Key improvements include:

  • A4138 (South) carriageway widening to allow for longer right turn lane on approach to the Morrisons and Halfway Junction (into Llandafen Road).
  • Proposed Bus Lane and Bus Gate on Parc Pemberton Retail Park Exit Road.
  • Proposed new controlled crossing of Glyncoed Terrace and enhancements to existing Active Travel facilities through the provision of a Shared Use Path alongside the A4138 southbound carriageway leading into the Pemberton Retail Park (providing a connection with the wider Llanelli Active Travel Spinal Route with a fly through video available at the following link Access to walking and cycling (Active Travel)).

How to get involved

Carmarthenshire County Council and its regional partners have worked alongside each other to develop the most viable option based on existing site constraints, to tackle current transport challenges at the A4138 Halfway Traffic Signals, such as peak period congestion, safety and delay in addition to providing missing Active Travel Infrastructure along the Llanelli Spinal Route.  

Public Engagement including an in-person event will take place in February 2026. This will include accessible elements for visually impaired users, including 3D printed tactile models.
