Why are we consulting

Carmarthenshire County Council are working with consultants Burroughs on developing Active Travel improvements across the community of Llandovery and to establish an effective walking, wheeling and cycling network that will support better access to more sustainable modes of transport. 

On the back of the public engagement we undertook in November 2024 where valuable feedback was received by the community on the proposed wider network within Llandovery, we are now seeking further input from the public on one proposed prioritised route that leads from Llandovery Train Station via Llandovery College and towards Ysgol Rhys Pritchard. The key aim is that this will help develop an effective design that supports walking and wheeling from key destination points, as well as gather local knowledge from the community to further encourage walking and wheeling as part of their daily journeys. We welcome any feedback from the public to further refine our proposal, ensuring we implement meaningful interventions in the first phase of improvements to achieve overall greater connectivity across Llandovery to key facilities and services.

 

What has been done on the project so far?

July 2022 - WelTAG Stage 1 -Identified 13 High-Level options for Active Travel routing in Llandovery
May 2023 - Pre-WelTAG Stage 2 - Reduced Long-List from 13 to 8 routes
November 2024 - Public Consultation - Reviewing 3 routes
March 2025 WelTAG Stage 2 - Identified a route to prioritise for implementation

 

What does WelTAG mean?

WelTAG (Welsh Transport Appraisal Guidance) is the Welsh Government's approach for planning and assessing transport projects. It helps understand what a transport problem is, explore different ways of addressing it and ensure that investment delivers real benefits for people and communities. WelTAG follows a series of stages:

Stage 1 - Strategic Outline Case - Identifies the problem, sets objectives and confirms the scheme fits with wider policies.
Stage 2 - Outline Business Case - Develops options, assesses impacts and selects a preferred way forward.
Stage 3 - Full Business Case - Provides detailed design, full appraisal and confirms the scheme is deliverable and offers value for money.
Stage 4 - Implementation- The scheme is delivered, with monitoring of costs, programme and outcomes.
Stage 5 - Post Implementation Review - Evaluates whether the scheme achieved its objectives and captions lessons for future projects

Next Steps

The feedback from the engagement will be utilised to further inform and finalise the proposed design as part of the WelTAG process to ensure the infrastructure proposed is meaningful to the community of Llandovery in addition to the feedback provided from key stakeholders to date.
