Why are we consulting

Carmarthenshire County Council is consulting on proposals to introduce a new Public Spaces Protection Order (PSPO) at North Dock, Llanelli. The proposed Order is intended to help prevent and reduce nuisance driving, vehicle gatherings and associated anti-social behaviour, and to support the safe and reasonable use of the area by residents, visitors, businesses, and the wider community.

The proposal has been informed by a review of evidence relating to vehicle-related anti-social behaviour within the North Dock area, including reports made to Dyfed-Powys Police. A summary of the evidence considered as part of the proposal is available alongside this consultation.

The Council is satisfied, on reasonable grounds, that vehicle-related anti-social behaviour has taken place, or is likely to take place, within the proposed restricted area, and that this behaviour has had, or is likely to have, a detrimental effect on the quality of life of people in the locality.

The proposed PSPO would cover vehicle-related anti-social behaviour such as nuisance vehicle gatherings, unnecessary revving of engines, excessive noise, racing, drifting, wheel spinning, burnouts, obstruction, and driving or riding in a way that causes, or is likely to cause, nuisance, annoyance, danger, damage, or a detrimental impact on the area.

If introduced, the PSPO would provide the Police, Police Community Support Officers, and authorised Council officers with powers to take enforcement action where they reasonably believe the Order has been breached. This may include issuing warnings, Fixed Penalty Notices and, where necessary and proportionate, taking further formal enforcement action.

The proposed PSPO is not intended to prevent responsible driving, lawful parking, ordinary access to the area, or legitimate use of North Dock. Its purpose is to help prevent and reduce nuisance behaviour so that the area can be used safely and responsibly by residents, visitors, businesses, and the wider community.
