Youth Engagement and Progression Framework

The Youth Engagement and Progression Framework (YEPF) is a strategic initiative by the Welsh Government aimed at helping young people engage in education, employment, or training (EET) and preventing them from becoming homeless.

The YEPF was first introduced in 2013. Its primary purpose is to provide early intervention and support to young people aged 10 to 18 who are at risk of becoming not in education, employment, or training (NEET) or are homeless.

Outcomes:

  • The YEPF aims to reduce the number of young people who are NEET by providing tailored support and opportunities to re-engage them in EET.
  • It also aims to prevent youth homelessness by identifying and supporting young people before they reach a crisis point.

The Framework’s 6 Components:

  • Early Identification: Identifying young people at risk of becoming NEET.
  • Brokerage: Providing tailored support to meet the needs of young people.
  • Tracking: Monitoring the progress of young people to ensure they remain engaged.
  • Provision: Offering a range of services and opportunities to support young people.
  • Employability and Employment Opportunities: Helping young people develop skills and find employment.
  • Accountability: Ensuring all stakeholders are responsible for delivering the framework effectively.

What the Framework Offers:

  • Key Worker Support: Each young person is assigned a Key Worker who provides tailored support, guidance, and advice to meet their specific needs.
  • Youth Guarantee: The framework operates alongside the Young Person’s Guarantee (YPG), which aims to provide every young person aged 16 to 24 with the opportunity to move into EET.

We lead on local arrangements under the YEPF involve collaboration between various stakeholders, including local authorities, schools, further education colleges, work-based learning providers, and Careers Wales.

Our arrangements are focussed on early identification and tracking systems, brokerage services to connect young people with appropriate support, and provision of employability and employment opportunities, this is managed by a monthly case loading meeting that we manage called - Supporting Into Education, Employment and Training (SEET).

Lead Worker Role:

  • Early identification of young people at risk.
  • Providing tailored support to meet individual needs.
  • Monitoring progress and ensuring continued engagement.
  • Coordinating with other stakeholders to provide comprehensive support.
  • Offering guidance and advice to young people and their families.
