What are affordable homes?
Affordable homes are homes which can be bought at below open market value, to help eligible, local people access private home ownership, but who could otherwise not afford a home at open market prices. The price of the home is restricted to help households on typical or below average incomes for the area.
Affordable homes for sale
The homes at Brynmefys, Llanelli will be available for people who cannot afford a suitable home at open market prices but who can get a mortgage and can afford repayments and the cost of buying a home (such as a deposit and legal fees). Affordable homes are usually delivered through the planning system on new private housing developments, on Council-owned land, or by housing associations.
In this case, the homes have been developed on behalf of the Council, but the home will be owned outright by the purchaser who will take all responsibility that comes with home ownership. The Council will not have any shared equity in the home.
All future sales of the home will be restricted in price which will be done via a land charge. This will ensure that the home remains affordable for all future eligible buyers.
When will the homes at Brynmefys be available to buy?
The new homes will be completed and offered for sale by October 2025. Anyone with an interest in purchasing one of the new affordable homes must first register on the Council’s choice-based lettings system – Canfod Cartref ~ Home Finder.
You can register by contacting the Council on 01554 899389 and we will talk to you about your circumstances. You will be given a housing reference number and password to log on to the website so you can start your application process. Once your application has been verified you will be able to view relevant information and express your interest in the new homes.
You can also register online, via the Council website.
The homes will also be publicised on our website but it is essential that prospective purchasers are Registered on Canfod Cartref ~ Home Finder before any application can be considered. There is no fee to register and there is no commitment to proceed with a purchase.
Who can buy an affordable home?
It is important to ensure that affordable homes are only available for eligible people who can afford a mortgage, but cannot afford a home at open market prices.
Applicants therefore need to demonstrate that they cannot buy a home at full open market value, but that they can get a mortgage and have money for a deposit and legal fees. This will be done through the application process on Canfod Cartref where you will be asked to submit supporting documents.
To be considered, applicants’ total household income before tax must be less than one third of the open market value price of the property.
The following criteria will also apply:
applicants must be:
- currently inadequately housed; or
- wishing to move on from the private rental market; or
- currently living in a social rented home within Carmarthenshire and wish to move on to home ownership;
- able to demonstrate a strong local connection to the area;
- must be in employment (including self employed);
- unable to afford to buy a home on the open market without help;
- able to demonstrate that they can get a mortgage and have means to cover a deposit, legal costs etc. We don’t set limits on how much of the purchase price comes from a mortgage and how much from a deposit. Mortgage lenders will have minimum figures for a deposit.
- the total household income before tax is less than one third of the open-market value of the home.
Applicants will not be considered if they:
- are in rent arrears or be subject to action for tenancy breaches;
- are not eligible for or are receiving Housing Benefit;
- currently own any other home that they reasonably could live in;
- currently own or have a share in another home, unless there are exceptional circumstances (such as a relationship breakdown etc.);
- are unwilling to provide details of their income, savings and mortgage; or
- are a cash buyer.
Preference
We need to ensure that the homes available at Brynmefys are made available for people who will make best use of the home, given its size, layout and location.
We will do this in the following way:
We will specify a date by which people must tell us their relevant information (see eligibility above), including documentation / proof where this is required. This is known as the nomination period. The information to be assessed will include the following:
- household income;
- any savings held;
- confirmation of your ability to get a mortgage for the required amount.
The date for providing the information is specified in the advert. The Council reserves the right to change this date should there be a suitable number of applicants or where there are reasons requiring an extension of time.
People will be nominated who meet the eligibility criteria and the priority order on a first-come, first-served basis, so it is important to Register on Canfod Cartref as soon as possible, if interested.

- Single person
In the event of two or more families having the same priority for a home, the family nominated will be the family that applied on Canfod Cartref first.
