Why we consulted

AtkinsRéalis were commissioned in 2024 by Carmarthenshire County Council (CCC) to undertake preliminary designs and assessments to explore options for a multi-modal interchange in the heart of Llanelli, aiming to improve accessibility to public transport and interconnected facilities within Llanelli and further afield.

To further develop this design, engage key stakeholders and obtain comments/public opinion regarding the scheme, Carmarthenshire County Council commissioned AtkinsRéalis to coordinate and undertake a public engagement exercise for the proposed preliminary design. Subsequently, AtkinsRéalis organised two public engagement events.

Following development of the preliminary design, it was recommended that key stakeholders including the public should be engaged with. This engagement was carried out to ensure local stakeholder knowledge, concerns, and aspirations were captured, as well as gauging public opinion surrounding the options presented to better inform future stages of design development.

How we consulted

In March 2025, a letter drop was undertaken to residents within proximity to the scheme, informing them of the public engagement events in both the Llanelli Goods Shed and the Antioch Centre, Copperworks Road, Llanelli. The letter also included information surrounding the engagement event, including a link to the Llanelli Multi-Modal Interchange website, and the engagement questionnaire. Further to providing awareness in the form of the letters, the details regarding the engagement events were advertised on Carmarthenshire County Council’s website and Social Media.

The first engagement event was held at the Llanelli Goods Shed on the 17th of March 2025 and had 11 attendees, the second engagement event at the Antioch Centre on the 27th of March 2025 and had 72 attendees. Across both sessions, feedback on the proposed scheme was overwhelmingly positive. Attendees expressed support for the ideas presented, and their input has provided valuable validation for the direction of the proposals. This encouraging response has strengthened the case for progressing with the options outlined during the engagement process.

Consultation Outcome

Based on the positive feedback summarised in this report, it is recommended that the preliminary design be progressed through planning and detailed design, ensuring the proposals take into consideration and where appropriate address the comments raised by the surrounding community.
