Llanelli’s Tyisha ward is to be transformed as part of an exciting multi-million-pound regeneration project. It has been identified that this area is one of the most deprived in the county, with both socio-economic and environmental challenges. The project aims to improve the challenges the area faces. This is following a major consultation exercise that was carried out with residents and businesses within the ward.
An ambitious regeneration masterplan has been drawn up following feedback from the community and will now be put into action.
The aim is to transform the area into a place where people want to live and work.
Tyisha is seen as an area of strategic importance, providing a vital link between Llanelli town centre and the Wellness Village at Delta Lakes.
It has the highest population density in Carmarthenshire, however, over a quarter of the housing in the area is rented, in low demand and difficult to let.
A community steering group has been set up and the council is working with various partners including Dyfed-Powys Police and Llanelli Town Council to drive forward the project.

What does the plan involve?
The plan is to deliver new mixed-use housing developments, develop more community facilities and bring vacant business premises back into use. Action will be taken to improve the environment and to tackle crime and anti-social behaviour along with providing opportunities for education, training, and employment. This will include:
- Approximately 110 new housing units of mixed tenure
- Boulevard landscaping with better links to the town centre and the new Pentre Awel development
- New shops and offices within the area
- Improvements to the railway station and promoting greener travel with new accessible cycle routes
- Turning the old goods yard into offices and potential community facilities
Tyisha Children’s park
We have an exciting new children’s park in Tyisha! The park off Ann Street has been finished and is now open for our younger residents to enjoy. There is still a little bit of work to be done on the dog walking area which will be finished soon. The park has been funded through the council’s housing revenue together with contributions from Dŵr Cymru Welsh Water and Arbed Am Byth. It has been developed in full collaboration with Llanelli Town Council which will take over the running and maintenance.
The local neighbourhood policing team and our new community wardens will regularly patrol the area. It’s great news for the community, especially our younger residents who will have a great space to play safely.

Our aim is to improve crime prevention in both areas and promote community safety, primarily through the planning system. This will involve looking at fencing, paths, green spaces and other access. We will be in contact with residents in both areas to see how we can improve this together.
Waste and recycling
We are aware that there have been issues with waste, litter and fly-tipping in recent months. Our action to date has had a positive impact in the area having seen a reduction in the amount of fly-tipped waste collected since the start of the year. We will continue to monitor, review and make changes where needed to ensure that fly-tipping and litter continues to decrease in the area, and enforcement action is taken against those that continue to offend.
Public Spaces Order
A new Public Space Protection Order has been introduced to help combat alcohol related crime and anti-social behaviour. The order will give the police additional powers if people in certain areas of Llanelli town centre, Tyisha, Glanymor, Elli, Lliedi and Hengoed wards are caught drinking alcohol. The order means the police could ask people to stop drinking or even issue a fine of up to £500.
Taking action against anti-social behaviour
We do everything we can to deal with these issues, balancing prevention and enforcement. We have teamed up with Dyfed-Powys Police to look at ways on how we can address the fear of crime in the Tyisha area. We need your views and opinions as residents on how you feel about policing, reassurance and safety in the neighbourhood.
