Eligible works/costs

The building which is the subject of the application will be assessed to ensure that proposed works through the grant would improve the visual aesthetic of the building.

The applicant must ensure, using appropriate professional advice as necessary, that the proposed works are technically suitable, have structural integrity, and have secured all appropriate statutory consents and licenses where applicable.

Works to the upper floors are eligible providing that the ground floor is in commercial use. Examples of eligible expenditure are included below:

Applications within the defined red line boundary delivery areas from the towns of Ammanford, Carmarthen, Llanelli, and Burry Port will be considered for the fund. Premises from outside the boundary will be considered on a case-by-case basis.

The building which is the subject of the application will be assessed to ensure that proposed works through the grant would benefit from and be a suitable location for a mural to be erected. Consideration of the mural design will be made at panel and will therefore need to be confirmed from the outset.

Funding for works to the property will only be available to owners of the freehold or to tenants with a right to occupation. Leaseholders must secure their landlord’s written consent to the proposed works.

The applicant must ensure the property is occupied on completion to meet the objective of reducing vacancy rates in the town centres.

All recipients and end tenants must be economically and financially viable.

Ineligible works/costs

These include: -

  • Residential projects will not be eligible for this funding.
  • Any costs related to the project which have already been incurred in advance of approval.
  • Solicitor fees
  • Statutory fees including planning, change of use, listed building consent etc. 
  • Mural design work 
  • Painting or cleaning of the area in readiness for mural to be erected
  • Works that will not make a significant contribution to the general environmental enhancement of the area, for example works to elevations of a property not seen by the public.
  • Any works which have not been procured in line with the third-party procurement rules. 
  • Direct purchase of materials. All materials must be purchased through the approved contractor.
  • Costs associated with the preparation of the walls (i.e cleaning or repainting) before the mural is erected. 
  • Ongoing maintenance costs are the responsibility of the applicant.
