Flood Risk Management Scheme
Previous Flooding Issues
There has been a long history of flooding issues associated with the culvert that runs through Quarry Ffinant in Newcastle Emlyn. Condition surveys showed it to be in very poor condition with blockages and high risk of collapse considered likely at certain locations along its length. If the culvert were to block or collapse, surface water would be forced out, and flow down the road toward the town centre putting up to 50 homes and businesses at risk of flooding.
The Flood Alleviation Scheme
The scheme can be divided into 5 components:
1. Excavation of collapsed and damaged concrete culvert sections and making safe.
2. Installation of approximately 120m of new 900mm HDPE culvert sections and backfill.
3. Relining of approximately 30m of the existing pipe.
4. Construction of access manholes and related infrastructure.
5. Landscape reinstatement and Net Gain Biodiversity planting.
The construction work was completed in November 2023.
Benefit
The scheme has upgraded and replaced an aging surface water culvert system, that was in danger of catastrophic failure and resultant flooding to local highway infrastructure and local properties.
This has provided a higher level of flood protection to up to 50 residential and business properties in the busy market town of Newcastle Emlyn, as well as reducing flooding of the local highways.
Provision of improved access points for maintenance has allayed health and safety concerns.
Funding
The improvement works cost a total of approximately £650,000.
Funding was provided by the Welsh Government and Carmarthenshire County Council.
