The County Of Carmarthenshire (Carmarthen) Special Parking Area (Residential Parking Places) (Variation No.7) Order 2025

NOTICE is hereby given that, on the 28th day of April 2025, Carmarthenshire
County Council made an Order under Sections 45, 46, 49, 53 and 124 of, and Part
IV of Schedule 9 to, the Road Traffic Regulations Act 1984 (as amended), the Traffic
Management Act 2004 and all other enabling powers.
The effect of the Order will be:
1. To modify ‘The County of Carmarthenshire (Carmarthen) Special Parking
Area (Resident Parking Places) Order 2004’ (“the Consolidation Order”) by
the creation of additional parking zones identified on the plans annexed to
the Order, denoting Areas BS136 and BS137 whereby residents parking
places will be provided between the hours of 8.00 A.M. and 6.00 P.M. on all
days except Sunday, on the road shown on the said plans and more
particularly described in Schedule 1 to this Notice.
During the said days and hours of operation, the Order will prohibit any
parking on the road except vehicles displaying a valid parking permit issued
by Carmarthenshire County Council. Residents who reside within the
parking zones may apply for permits.
The consequence of the modification is to limit waiting to residents only,
Monday to Saturday between the hours of 8.00 A.M. and 6.00 P.M. on the
road briefly described in column 2 of Schedule 1 to this Notice but more
particularly shown on the plans bearing the unique reference numbers
specified in column 3 of the said Schedule for the locality described in
column 1 thereof, which said plans are to be read in conjunction with the
Order and form part of the same.
2. Paragraph (i) of Article 8 of the Consolidation Order will be substituted for
the following paragraph:
(i) The charge of the issue of a resident’s parking permit by the Council,
having a validity of twelve months, shall be £40.00.
3. Paragraph (ii) of Article 8 of the Consolidation Order will be substituted for
the following paragraph:
(ii) There shall be a charge of £40.00 for the issue of a visitor’s parking
permit to a resident by the Council.
4. Paragraph (iv) of Article 8 of the Consolidation Order will be substituted for
the following paragraph:
(iv) The charge for the issue of a replacement of lost, worn or damaged
permit shall be £40.00 per resident’s parking permit and £50.00 per
business permit, which shall be valid for twelve months from the date
of re-issue, and £40.00 per visitor’s parking permit when replaced
within twelve months from the date of re-issue.
5. To revoke ‘The County of Carmarthenshire (Carmarthen) Special Parking
Area (Residents Parking Places) (Variation No.2) Order 2011’ insofar as the
same relates to the road briefly described in column 2 of Schedule 2 to this
Notice but more particularly shown on the plan bearing the unique reference
number specified in column 3 of the said Schedule for the locality described
in column 1 thereof, which said plan is to be read in conjunction with the
Order and forms part of the same.
The parking zones and roads referred to will be construed and deemed to form part
of the Consolidation Order and will be subject to the terms and conditions
contained therein, which include exemptions for passengers to board or alight from
a vehicle, for the loading and unloading of goods, for carrying out of building
operations and other works, and for the performance of statutory powers or duties.
It also contains exemptions for a disabled person’s vehicle which displays a parking
disc in the manner prescribed by the Local Authorities Traffic Order (Exemptions
for Disabled Persons) (Wales) Regulations 2000, and for motorcycles.
The Order will come into operation on the 9th day of May 2025 and a copy of
the Order, together with plans indicating the roads affected, can be requested by
contacting Carmarthenshire County Council’s Highways Department during
normal office hours.
Any person wishing to question the validity of the Order, or any provision contained
in it, on the grounds that:
a) it is not within the powers conferred by the Act; or
b) a requirement of the Act, or of any instrument made under it, has not been
complied with in relation to the Order,
may, within six (6) weeks of the date on which the Order was made, apply to the
High Court for this purpose.
