Llanelli Recovery Masterplan

This recovery masterplan has been commissioned for Llanelli town centre by Carmarthenshire County Council (Carmarthenshire CC) in response to the effects of the COVID-19 pandemic. The masterplan reviews existing regeneration activity and provides a fresh focus on the priorities and the strategy for recovery and future growth.

To drive forward the plan for recovery and growth and to provide a focus for the strategy and delivery plan the following key objectives for the town centre have been identified:

  • Strengthen the feature that make the centre distinctive from the out of town retail parks and supports a greater mix of experiences and uses.
  • Sustain the convenience and local service role of the centre, focus on attracting families and younger people and encourage the local population to visit more often, stay longer and spend more.
  • A place for living, learning, leisure and entertainment with reasons to visit the centre during the day and at night.
  • Manage the shift towards a smaller town centre with a vibrant, fully occupied central core.
  • Improve walking and cycling connections with the outer neighbourhoods and strengthen the links with wider coastal attraction.
  • Safeguard viable businesses and cultivate new start-ups and support independent businesses to grow from within the town centre.

Martin Taffetsauffer Building and Civil Engineering Contractors Ltd (Llanelli)

Can you tell us a little about your organisation, what inspired you to start, and its role within the local community?

We are a long-established local contractor with deep roots in the community. Our goal has always been to deliver quality construction and redevelopment projects that breathe new life into underused spaces. We’re passionate about supporting local businesses and creating places that benefit the wider community. The opportunity to renovate 6 Cowell Street came from our commitment to revitalising vacant premises while enabling local enterprises to thrive.

How has the UK SPF supported your organisation and what specific improvements or changes have you been able to make with the funding?

A £30,000 grant (47.23% intervention rate), we were able to completely redevelop the ground floor of 6 Cowell Street. The space was refurbished to accommodate a growing local hairdressing business that had outgrown its previous location. The funding enabled us to carry out structural improvements, interior refurbishments, and essential compliance upgrades turning an empty unit into a vibrant, functional commercial space.

What impact has this project had on the local community so far and how have they responded to the services/improvements you've made?

This redevelopment has had an immediate positive effect on both the business and the wider community. The hairdresser now operates in a much larger, more accessible unit, enabling them to expand services and welcome more clients. One job has already been safeguarded, and we anticipate the creation of an additional job in the coming months. The upgraded premises not only support business growth but also add value to the town centre, helping to create a more attractive and active high street. Community feedback has been overwhelmingly positive, and we’re proud to have contributed to local economic resilience.

 

 

Shire Coffee

Can you tell us a little about your organisation, what inspired you to start, and its role within the local community?

We are an independent business with a passion for high-quality coffee and creating warm, welcoming spaces for the local community. Our vision has always been to build a coffee shop that brings people together somewhere to meet, relax, and enjoy locally sourced drinks in a beautifully designed setting. We were drawn to the opportunity at 57–59 Stepney Street because we saw the potential to transform a long-vacant property into something vibrant and valuable for the town centre.

How has the UK SPF supported your organisation and what specific improvements or changes have you been able to make with the funding?

We were awarded a £16,254.01 grant (covering 70% of the total costs) to redevelop the unit, which had been empty for three years. The funding allowed us to carry out vital renovations including structural improvements, interior fit-out, and accessibility upgrades creating a high-standard espresso bar and seating area for up to 16 guests. Without this support, taking on a project of this scale would not have been financially viable.

What impact has this project had on the local community so far and how have they responded to the services/improvements you've made?

Though we are awaiting final confirmation of our opening date, the response from the community has already been incredibly enthusiastic. There’s a strong appetite for quality independent cafés in the area, and we’re excited to soon become part of the daily lives of residents, workers, and visitors. The project has directly supported the creation of two new jobs, and we have future plans for expansion. We believe our presence will enhance the local high street, encouraging footfall and contributing to a more dynamic town centre.

Refreshing Town Centre Fund

Fund offers up to £2k per property, covering 80% of eligible costs, to enhance shopfronts and contribute to the visual appeal of town centres. Property freeholders and leaseholders in town centres can apply for funding to support a range of improvements including external decoration, painting, lighting installations, gutter cleansing and more. By improving the appearance of commercial properties, this fund aims to create more attractive and welcoming streetscapes that benefit businesses, residents, and visitors alike.

The business was supported by £1,520 grant funding as part of a £1,900 scheme enabling upgrades to the shopfront and display areas. These enhancements have helped create a more inviting and professional environment.

2 - RSPCA

Located at 43 Stepney Street, this charity was supported by £2,000 grant funding as part of a £3,650 scheme to enable essential improvements to the premises, enhancing its appearance and helping to create a more welcoming environment for visitors.

3 - Quay Side Medical Aesthetics LTD

The business was supported by £1,912.00 grant funding as part of a £2,390.00 scheme on upgrades that have enhanced the appearance and professional environment of the premises.

4 - Avo Café

Located at 28 Market Street, this business was supported by £1,649.28 grant funding as part of a £2,061.60 scheme to enhance its premises, refreshing the café’s appearance helping to attract customers

5 - Amy’s

Located at 1 Cowell Street, Amy’s benefited from business grant support of £2,000 as part of a £2,500 scheme to enhance its premises, supporting key improvements at the shopfront and overall customer experience.

 

 

 

 

Town Centre Vibrancy Fund (SPF)

Launched in 2024, targeted £130,000 grant scheme supports revitalisation of vacant ground floor commercial properties in Ammanford, Carmarthen and Llanelli, helping to transform empty units into thriving business spaces.

Since launching in December 2024 has brought 15 vacant properties back into use through short-term leases, giving entrepreneurs and small businesses the opportunity to trial their ventures in town centre premises.
