The County Of Carmarthenshire (Imposition Of 30 M.P.H. Speed Limit) Order 2026
File Reference: HMD/HTTR-2024
NOTICE is hereby given that Carmarthenshire County Council proposes to make an Order under Sections 84(1)(a), 84(1)(c), 84(2) and 124 of, and paragraph 27 of Schedule 9 to, the Road Traffic Regulation Act 1984 (as amended).
The effect of the proposed Order will be:
- To impose a 30 m.p.h. speed limit in the lengths of road, or part-lengths of road, briefly described in column 2 of Schedule 1 to this Notice, but more particularly shown on the plans bearing the unique tile reference numbers specified in column 3 of Schedule 1 for each locality described in column 1 thereof, which are to be read in conjunction with the Order and which form part of the same; and
- To revoke “The County of Carmarthenshire (Imposition of 20 M.P.H. Speed Limit) Order 2023” insofar as the same relates to the lengths of road, or part-lengths of road, briefly described in Schedule 2 to this Notice and more particularly shown on the plans bearing the unique tile reference numbers specified in column 3 of the said Schedule.
Full details of these proposals are contained in the draft Order which, together with the plans showing the affected roads, a Statement of the Council's reasons for proposing to make the Order and a copy of the order being revoked, may be examined at Carmarthenshire County Council’s Customer Service HWB’s.
The documents can also be obtained free of charge by writing to the Council’s Traffic Management Section at Block 2, Parc Myrddin, Richmond Terrace, Carmarthen SA31 1HQ, or by emailing ENTrafficManagement@carmarthenshire.gov.uk
Should you wish to object to the above proposal, please send your grounds for objection in writing:
- by post – to the Head of Law, Governance & Civil Services at County Hall, Carmarthen, SA31 1JP; or
- by e-mail – to HeMDavies@carmarthenshire.gov.uk
by the 5th day of March 2026, quoting the below file reference. All objections or other representations must specify the grounds on which they are made.
Statement of Reason
In accordance with the Welsh Government’s guidance on setting 30mph speed limits on restricted roads and other roads formerly subject to a 20mph speed limit, an assessment was undertaken which identified the sections of road detailed in Schedule 1 to the above proposed Order and illustrated on the associated plans, as meeting the required criteria for increasing the current speed limit from 20mph to 30mph.
Carmarthenshire County Council proposes to increase the current speed limit from 20mph to 30mph on the following sections of road:
- through the villages of Cwmdwyfran and Pentre Morgan, and along the main A484 road through Pentrecagal;
- along the short sections of road on the approaches to the villages of Hermon (from the direction of Cynwyl Elfed), Llangain (on both approaches) and Kidwelly (Carmarthen Road); and
- on the new link road in Penygroes that connects the new A476 road and Norton Road.
“The County of Carmarthenshire (Imposition of 20 M.P.H. Speed Limit) Order 2023” will be formally revoked insofar as it relates to the lengths of road specified in Schedule 2 to the above proposed Order, if the new 30mph speed limit is introduced.
