The County Of Carmarthenshrie (Special Events) (Roger Albert Clark Rally) (Temporary Traffic Management) Order 2025
Whereas between the hours of 16:00 hours and 21:00 hours on Wednesday 19th November 2025 the lengths of road hereinafter described will be thronged and liable to be obstructed whilst the Roger Albert Clark Rally takes place.
The CARMARTHENSHIRE COUNTY COUNCIL pursuant to powers conferred by Section 16 (A) of the Special Events Act 1991 DOES HEREBY ORDER AND DIRECT that for the purpose of preventing obstruction in the lengths of road hereinafter described the following regulations shall be observed:
1. Save as provided in Regulations 2 and 3 of this Order no person shall except upon the direction or with the permission of a police constable in uniform, PCSO or other authorised person, cause or permit any vehicle to proceed or ride or propel any pedal cycle or permit any vehicle to wait on or in the following lengths of road: From 16:00 to 21:00 Guildhall Square; and from 18:00 to 21:00 King Street, Queen Street, Nott Square, Hall Street, Lammas Street, Dark Gate, Market Way, Morley Street, and Mansel Street,
Carmarthen.
The closure is required to ensure public safety whilst the Roger Albert Clark Rally takes place.
2. The alternative route for south-west bound traffic along King Street will be to proceed
in a north-easterly direction along St Peter Street to the mini roundabout. At the roundabout, take the second exit and continue in a south-westerly along the A484 Church Street and Spillman Street.
The alternative for north-east bound traffic along Blue Street will be to proceed to the Blue Street roundabout. At the roundabout, take the third exit and continue in a south-westerly direction along the A4242 to the Morfa Lane Roundabout. At the roundabout, take the second exit and continue in a north-westerly direction along Morfa Lane.
The alternative route for south-east bound traffic along Morley Street and Market Way, when travelling in a north-easterly direction along St Catherine Street, will be to continue in a north-easterly direction along St Catherine Street and Barn Road to the Francis Terrace roundabout. At the roundabout, take the first exit and continue in a general north-easterly direction along Francis Terrace to the mini roundabout. At the mini roundabout, take the second exit and continue in a south-westerly direction along Priory Street to the mini roundabout. At the mini roundabout, take the first exit and continue in a south-westerly direction along Church Street, Spillman Street, and Castle Street, keeping to the right-hand side of the lane to the traffic lights. At the traffic lights, continue in a westerly direction along Coracle Way to the Blue Street roundabout. At the roundabout, take the third exit and continue in a south-westerly direction along the A4242 to the Morfa Lane Roundabout. At the roundabout, take the second exit and continue in a north-westerly direction along Morfa Lane.
The alternative route for south-east bound traffic along Morley Street and Market Way, when travelling in a south-westerly direction along St Catherine Street, will be to continue in a south-westerly direction along St Catherine Street to the Milford Arms roundabout. At the roundabout, take the first exit and continue in a south-easterly direction along Morfa Lane.
3. Nothing in Regulation 1 of this Order shall apply as to prevent any person from causing any vehicle to proceed or to wait on or in the said lengths of road referred to therein if the vehicle is being used for fire brigade purposes or an ambulance or a vehicle in the service of a police force in any such case being used in pursuance of statutory powers or duties.
4. Any person directed or permitted by a police constable in uniform to drive, ride or propel a vehicle or to cause or permit a vehicle to wait on or in the said lengths of road described in Regulation 1 of this Order during the said hours on the said days shall obey the directions of the said police constable, and of any other police constable in uniform, PCSO or other authorised person.
