Ysgol Llansteffan, Llansteffan
CARMARTHENSHIRE COUNTY COUNCIL, County Hall, Carmarthen, SA31 1JP
Notice is hereby given in accordance with Section 43 of the School Standards and Organisation Act 2013 and the School Organisation Code that Carmarthenshire County Council propose to discontinue Ysgol Llansteffan, Llansteffan, Carmarthen, Carmarthenshire, SA33 5LN. The school is currently maintained by Carmarthenshire County Council.
It is proposed to implement the proposal on 31st August 2026.
There were 8 pupils registered at Ysgol Llansteffan at the January 2025 school census point.
In accordance with Section 48(3) of the School Standards and Organisation Act 2013, the requirement to consult does not apply to proposals to discontinue a school which is a small school as defined in Section 56 as a school with fewer than 10 registered on the January school census point.
From 1st September 2026, it is proposed that the catchment area of Ysgol Llansteffan, be re-designated and included within the existing catchment area of Ysgol Llangain, Llangain, Carmarthen, Carmarthenshire, SA33 5AE.
Ysgol Llangain is a language category 3, Welsh medium community primary school.
It will not be necessary to take any other measures to increase the number of school places.
Transport will be provided in accordance with Carmarthenshire County Council’s School Transport Policy.
Transfer to secondary school will remain as per current arrangements.
The implementation of the proposal to discontinue Ysgol Llansteffan is seen as the most appropriate response to address the reasons identified in formulating the proposal due to the following factors:
• There are significant surplus places at Ysgol Llansteffan due to the falling roll over a number of years and only 8 pupils registered at the school at the January 2025 census point.
• Pupil projections remain low for the school.
• The school is currently in a deficit budget.
• The school’s budget share per pupil is £18,545. This is £13,065 or 238% higher than the Carmarthenshire County Council primary school average of £5,480 for 2025-26.
• Have a positive impact on reducing the surplus places at Ysgol Llangain.
• Supports Carmarthenshire County Council’s Primary Education Footprint Principles.
Objection Period
Within a period of 28 days after the date of publication of this proposal, that is to say by the 23rd December 2025, any person may object to this proposal. Objections should be submitted through:
• completing the online survey

EXPLANATORY NOTE
(This Explanatory Note does not form part of the Notice but is offered by way of
clarification)
1. Where a school has fewer than 10 registered pupils (or there are no pupils registered at a school) at the original January school census point the School Standards and Organisation (Wales) Act 2013 permits the local authority to undertake streamlined procedures to bring about official closure. The local authority must issue a statutory notice but the requirement for general consultation is waived, provided sufficient equivalent school places have been identified which would be reasonably accessible to those actually or potentially displaced. 8 pupils were registered at Ysgol Llansteffan at the January 2025 school census point.
2. The intention of the Authority is to cease to maintain Ysgol Llansteffan on 31st August 2026, to make provision for those pupils living within the current catchment area of that school to attend Ysgol Llangain. As from 1st September 2026, the catchment area for Ysgol Llangain will be extended to incorporate the current catchment area of Ysgol Llansteffan.
3. Ysgol Llangain is a Welsh medium community primary school which caters for pupils aged 3-11. The capacity of the school is 64 and the Admission Number is 8 for 2026/2027.
4. Current school transport policy confirms that assistance with transport will be provided by the Authority for pupils who meet each of the following criteria:-
(a) are of compulsory school age;
(b) attend the nearest or the school designated by the Local Authority; and
(c) who reside over the statutory walking distance from the school of 2 miles.
