Ten Towns Programme
The aim of our Ten Towns Programme is to support the economic recovery and growth of the following rural towns across the County.
- Cross Hands
- Cwmaman
- Kidwelly
- Laugharne
- Llandeilo
- Llandovery
- Llanybydder
- Newcastle Emlyn
- St Clears
- Whitland
The initiative was first established following on from the Moving Rural Carmarthenshire Forward Plan, which sets out a number of key recommendations to support the regeneration of rural Carmarthenshire.
An economic growth plan has been developed for each town following local stakeholder consultation.
We have developed a new range of opportunities as a direct response to discussions and consultations held with stakeholders to support the sustainability and growth opportunities across the County’s rural market towns.

Revitalising Rural Town Centre Fund
As part of the 10 Towns programme, commercial premises across the County's rural market towns could be eligible for financial support of up to £2000 to revitalise their shop front.
This is a targeted fund for premises located in designated areas of each rural market town. Applications from premises located outside of each town's designated area may be considered on a case-by-case basis should the project provide significant impact.
How to get support
Contact RDPSIRGAR@carmarthenshire.gov.uk to discuss your project with an officer. All applications must ensure their application aligns with the guidelines and recommendations noted in the Carmarthenshire Built Heritage Design Guide.
Who can apply?
Freeholders and leaseholders are eligible.
What type of expenditure is eligible?
- Decoration of building
- Lighting
- Canopies (subject to planning permission)
- New bilingual signage (subject to relevant consents)
What is the offer?
- Maximum grant award of £2000 based on 80% of the total project costs
- Applicants must provide a minimum match funding contribution of 20% of the total eligible project cost
Timelines
- Applications must be submitted no later than 12 May 2024 to be considered.
- Those successful can commence works after being issued with a grant offer letter. Works undertaken before receiving a grant offer letter are not eligible.
- Projects must complete by end of September 2024.

Events Fund
The aim of the Ten Towns Events Fund is to raise the profile of rural Carmarthenshire by drawing on the County’s rich heritage and culture through the delivery of events.
The objectives of the Fund are to:
- Stimulate the local economy through increasing footfall in town centres.
- Provide improved social opportunities for local people.
- To attract overnight and day visitors from new markets and sectors.
- Strengthen community cohesion by encouraging local participation.
Who can apply?
- Constituted Voluntary and Community Groups
- Registered Charities
- Not for profit organisations
- Town and Community Councils
What type of expenditure is eligible?
- Bilingual marketing and promotion costs
- Translation costs
- Artists, entertainment, performers
- Equipment hire
- Purchase of equipment
- Professional fees associated with event management
- Safety equipment
- Public liability insurance up to a level of £10m
What is the offer?
- Grant support will be awarded on a percentage basis of the total project cost up to a maximum of 70%.
- Maximum grant available is £4,000 for new events not previously held.
- Maximum grant available is £2,000 for existing events.
Confirmation of the match funding of 30% is required in writing from other funding sources or applicants’ own funds. Volunteer time may not be used as match funding

- Applications must be submitted no later than 12th May 2024
- Those successful can commence works after being issued with a grant offer letter. Works undertaken before receiving a grant offer letter are not eligible.
- Projects must complete by end of December 2024.

The aim of the Circular Economy Fund is to support activities which contribute to the advancement of the Circular Economy as part of the Ten Towns initiative.
Seed corn funding of up to a maximum of £5,000 per applicant will be made available to support communities to develop circular economy activities in town centres that help deliver positive environmental, social and economic benefits for the local community, assisting to develop sustainable projects in reducing local carbon footprint.
Who can apply?
- Constituted Voluntary and Community Groups
- Registered Charities
- Not for profit organisations
- Social Enterprises
- Town and Community Councils can apply for community projects that are additional to normal statutory responsibilities which will benefit the community.
Eligible projects
- Library of Things
- Repair Cafes
- Community composting facilities/infrastructure
- Textile reuse/repair projects
- Plastic recovery projects
- Swap shops
- Circular Economy awareness raising workshops/events
- Capacity building/training to facilitate circular economy activities/projects
- Scrap stores
What is the offer?
- Grant threshold is between £1,000 - £5000.
- 100% grant is available
Application process and timelines
- Applicant can demonstrate a clearly identified need
- Project will deliver against the scheme outputs and outcomes
- Can deliver within the timeframe (all projects must be completed by the end of December 2024 at the latest)
- Value for money
- Have considered how people and skills opportunities are part of wider project deliver
- Applications must be submitted no later than 11:59 on 12 May 2024
