6. The way forward
We are looking for a partner to deliver a project that integrates the wider area and supports Tyisha’s regeneration objectives and promotes further investment and confidence in the ward. The developer will need to be creative in their designs, ensuring that they meet community aspirations as well as the key principals of placemaking.
We want the developments to have affordable and sustainable housing with innovative designs and technologies to make the homes warm and attractive. We need to reach a variety of tenure, creating a balanced community that residents are proud to be a part of. We need attractive green spaces with natural surveillance which is carefully designed to reduce crime and anti-social behaviour.
Tyisha has a historic past and aspects of this will need to be incorporated and reflected in the design and construction.
While we are working closely with partners and the community to deliver better local services, there is no doubt that the current housing stock and surrounding environment will also require substantial investment and remodelling, making this an advantageous investment opportunity.
With the developments in a central location close to the town centre and Pentre Awel, Tyisha will be an exciting opportunity for any developer. We want to ensure we get these developments right and will need the developer to work with us on achieving the best outcomes for a sustainable future for Tyisha. With longevity at the heart of its design we will transform the ward together to benefit the social and economic aspects.
Our development partner will need to consider:
- Residential and potential commercial opportunities across the five sites
- Focus on two, three and four bedroom family homes
- Potential for bungalows with consideration for adapted facilities
- Potential to redevelop sites and where family accommodation cannot be met; consideration given to flats that have a particular usage and are considered in the Local Lettings Policy (for older people or those working within the area)
- Potential for over 100 units of accommodation across the five sites
- A robust lettings policy that has an allocation balance and gives priority to those living in or with a connection to Tyisha (in line with Carmarthenshire County Council’s Allocations Policy)
- Mixed tenure balance with social housing, low-cost ownership and outright purchase options
- Consideration of the community’s aspirations as well as current need and the balance of existing accommodation
- Designs in keeping with the local area and surrounding properties, considering the aesthetics and local history
- Explore restrictions on future use of properties within the private rented sector
Homes with efficient, modern and renewable heating which comply with the Council’s net zero carbon principles
- Explore options for sufficient waste management provisions that encourage a clean and healthy local environment and reduces the risk of fly-tipping and anti-social behaviour
- Maintain, enhance and encourage biodiversity throughout planning, design and construction
- Manage land that will help to alleviate flooding by planting and maintaining trees and shrubbery
- Natural options considered for property boundaries
- High quality green spaces and recreational areas for all ages
- Re-use recyclable materials, for example the use of reclaimed bricks from historic buildings within the development
- Sustainable development that considers Secured by Design methods
- Promote sustainable movement through safe routes, traffic management measures, cycling friendly and improved crossing points. Ensure that links are also made with existing active travel routes, enhancing links between the train station, town centre and Pentre Awel
- Sufficient off-road parking for residents and visitors
- Consider CCTV in any communal areas including bin storage to reduce fly-tipping and anti-social behaviour
- Well-lit walking areas
- Work in partnership with Carmarthenshire County Council and follow the community vision and aspirations
- Consider Tyisha’s strategic importance in relation to Pentre Awel and the town centre
- Encourage active travel and consider provisions for locked bike areas
- A robust engagement plan throughout the development process
- Consideration for the development of a Community Hub that could also serve as a local office for the developer
- Managed communal garden areas with opportunities for local growing space, education and incorporating Secured by Design methods
- Use of local contractors and opportunities for co-operatives, social enterprises, residents and community groups to be involved
- Use local contractors who can provide employment, training and development opportunities
- Provide opportunities for the local community including businesses to express their views and opinions on the development ideas and designs
- Ensure house prices are affordable for the community
