Recruitment for members of Education Appeal Panels

Carmarthenshire County Council has a duty to advertise and appoint panel members to sit on Education Appeal Panels. These panels hear appeals regarding admissions of pupils to schools and appeals regarding permanent exclusions from schools in both the Primary and Secondary sectors. Panel members will need to be able to interpret complex legal regulations.

Applications are invited for:

  1. Lay members
    Lay persons are those without personal experience in the management or provision of education in any school (other than as a school governor or volunteer), who is not a member or employee of Carmarthenshire County Council (other than teachers) and has not had, at any time, any connection with the Council or any employee of the Council of a kind likely to raise doubts about the person’s ability to act impartially in relation to the Council.
  2. Members who have experience in Education
    These are persons who have personal experience (past or present) in the management or provision of education in a school, such as head teachers or teachers.

Chairing the Panel

We would be particularly interested in people who have experience of being a Chairperson or would be prepared to sit as the Chairperson on an Appeal Panel with the relevant training.Appeal panels sit between the hours of 9.00 a.m. and 5.00 p.m. Monday to Friday but members must be prepared to sit until an appeal is concluded. Appeal Hearings are normally arranged virtually via a video conferencing link, unless a request is made by the appellant for the hearing to be held in person (usually at Carmarthen or Llanelli ). Regulations also allow for documents relating to Appeals to be sent to electronically, therefore a good grasp of IT and virtual meeting platforms is required for this role.

Panel members are paid and also are reimbursed for travelling and subsistence expenses in accordance with the Council’s regulations. Training will be provided to those selected prior to sitting on any panel.
