Performance Management

Effective Performance Management allows us to identify areas of concern which require improvement as well as acknowledging and promoting areas of high performance and success. The main aim of performance management is to ensure that we do what we set out to do and achieve better outcomes for our residents and service users.  

Without reliable, timely and accurate performance management information, it is difficult for residents, members, scrutiny bodies and officers to know:

  • How the Council is performing
  • Where services can be developed
  • Are we meeting our key objectives?

This information needs to be representative, transparent and meaningful. 


Our Corporate Strategy  

Our current Corporate Strategy was adopted and published in March 2023. This sets out what we want to achieve framed against our four well-being objectives. These have been designed to address the most complex and prevalent challenges for the County whilst maximising our contribution to the seven national well-being goals. 


Self-Assessment and Reporting

The way that we do performance management is firmly rooted in a self-assessment approach. This approach is framed by our well-being objectives and provides the context within which we exercise our functions, use resources and ensure governance is effective. 

External regulators validate our self-assessment and our plans and procedures comply with the Well-being of Future Generations Act (2015) and the  Local Government and Elections (Wales) Act 2021. 

 

Panel Performance Assessment

The Local Government and Elections (Wales) Act places a duty on councils to arrange for a panel to undertake a corporate, organisational level assessment, of the extent to which the council is meeting its performance requirements. These performance requirements include whether: 

  • The Council is exercising its functions effectively;
  • The Council is using its resources economically, efficiently and effectively; and
  • The Council’s governance is effective for securing the above.

This assessment took place in Carmarthenshire during June 2025, and the Panel prepared a report and recommendations on its findings. The Panel’s findings have been considered by the Council, with our response indicating the agreed actions we plan to take in relation to each recommendation. Our progress will be monitored through our usual performance management processes.
