The County Of Carmarthenshire (Carmarthen) (Experimental Prohibition Of Stopping Outside Schools) Order 2025

NOTICE is hereby given that, on the 23rd day of December 2025, Carmarthenshire County Council (hereinafter referred to as “the Council”) made an Experimental Order under Sections 9 and 10 of the Road Traffic Regulation Act 1984 (as amended) and the Traffic Management Act 2004.
The effect of the Order will be to prohibit any vehicle from stopping or remaining at rest between the hours of 8.00 a.m. and 5.00 p.m. on any day except Saturdays and Sundays along the lengths and sides of the roads briefly described in column 2 of the Schedule to this Notice and near or adjacent to the schools identified in the same column, but more particularly shown on the plans bearing the unique reference numbers specified in column 3 of the said Schedule, which said plans are to be read in conjunction with the Order and form part of the same.
The Order will contain exemptions, for example permitting a vehicle to stop or remain at rest if it is necessary to do so to avoid an accident, is required to do so by law, upon the direction or permission of a police constable in uniform or for the performance of statutory powers or duties.
The Experimental Order will come into operation on the 5th day of January 2026 and a copy of the Order containing further details of the proposal, together with the plans showing the lengths and sides of roads affected and a statement of the Council’s reasons for making the Order, may be examined at Carmarthenshire County Council’s Customer Service HWB located at Unit 22, St Catherine’s Walk, Carmarthen SA31 1GA during usual office hours.

▪ viewed on Carmarthenshire County Council’s website at https://www. carmarthenshire.gov.wales/home/council-democracy/public-notices; or
▪ obtained free of charge by writing to the Council’s Traffic Management Section at Block 2, Parc Myrddin, Richmond Terrace, Carmarthen SA31 1HQ, or by emailing ENTrafficManagement@carmarthenshire.gov.uk.
After a period of six (6) months, the Council will consider whether the provisions of the Experimental Order are to be continued in force indefinitely.
Should you wish to object to the making of a permanent Order on the same terms as the Experimental Order, please send your grounds for objection in writing:
▪ by post - to the Head of Law, Governance and Civil Services at County Hall, Carmarthen, SA31 1JP; or
▪ by e-mail - to HeMDavies@carmarthenshire.gov.uk,
by the 5th July 2026, quoting the below file reference. All objections or other representations must specify the grounds on which they are made.
Any person wishing to question the validity of the Experimental Order, or of any provision contained in it, on the grounds:
(a) that it is not within the powers conferred by the relevant legislation; or
(b) that any of the requirements of the legislation, or any instrument made under it, has not been complied with in relation to the Order,
may, within six (6) weeks of the date on which the Order is made, apply to the High Court for this purpose.
